Rural Development Equity Exchanges
Rural development equity exchanges are essentially information centres
which bring interested investors and rural communities together. Their
purpose is to help select and grade rural community investment projects
(with a profit motive) and to help private investors, the providers of
equity, with the opportunity to support development on a partnership
basis. In essence the DEX concept tries to substitute charity by a true
development partnership.
Markets and training
DEX will not promote projects which do not have a well pre-defined
market. DEX will not promote projkects which do not ensure that the
local community management has the appropriate capabilities to manage
the project. In general, DEX projects are designed to have training
built into the project costing and the market analysis is used to
ensure such up-fornt costs are covered without risk to the overall
commercial success of the venture.
The DEX pilot programme
The first DEX is being established in collaboration with the European Committee on Romani Emancipation (ECRE) is known as RomaDEX and it serves low income Roma communities in Hungary.
We expect RomaDEX to build up a substantive operation during the period 2009-2008.
